Why a program, not a project

Fabric adoption fails as a tool rollout. It works as a capability build.

Licences get assigned, a few workspaces appear, and six months later there's sprawl: duplicated data, unowned reports, capacity surprises. The platform wasn't the problem — nobody installed the operating habits around it. The program installs both at once.
